Behavioral Health Toolbox: Supporting Children and Teens during the COVID-19 Pandemic

The Washington State Department of Health created a toolbox which provides tips on how to navigate some of the emotional responses that families may experience during the COVID-19 pandemic. The purpose of this toolbox is to provide general information about common emotional responses of children, teens, and families during disasters. Families, parents, caregivers, and educators can use this information to help children, teens, and families recover from disasters and grow stronger.

Free Marketing and E-Commerce Assistance for Small Businesses.

Thanks to a grant from the Economic Development Administration’s CARES Act supplemental funding program, NODC is able to offer free technical assistance to help businesses in Jefferson and Clallam Counties that have experienced reduced sales as a result of the Covid-19 pandemic. NODC will help businesses develop or improve online marketing and e-commerce efforts to reach consumers who are doing more online shopping.

Services available include:

  • evaluation of your current online marketing strategies and platforms, including social media, business website, e-commerce site, and Google Local listing
  • practical, hands-on coaching and training
  • assistance in setting up social media accounts and planning content
  • development of new websites and/or e-commerce sites

American Rescue Plan Act of 2021

Employee Retention Credit:

The expanded Employee Retention Credit (ERC) provisions under the Consolidated Appropriations Act, set to expire on July 1, will be made available through Dec. 31, 2021, for eligible employers. In addition, startup businesses established after Feb. 15, 2020, with annual gross receipts of up to $1 million and that otherwise do not meet the ERC eligibility tests, will now be eligible for the ERC. The startup ERC is capped at $50,000 per quarter, per employer, and the credit will be computed under regular ERC rules. The revised ERC rules also include a new provision for “severely financially distressed employers,” which is defined as an employer that experienced a gross receipts reduction of more than 90 percent as compared to the same quarter in 2019. If an employer meets this definition, it may treat all wages paid to employees as qualified wages, regardless of the number of full-time employees.

The IRS is reviewing implementation plans for the newly enacted American Rescue Plan Act of 2021. Additional information about a new round of Economic Impact Payments, the expanded Child Tax Credit, including advance payments of the Child Tax Credit, and other tax provisions will be made available as soon as possible on The IRS strongly urges taxpayers to not file amended returns related to the new legislative provisions or take other unnecessary steps at this time.

The IRS will provide taxpayers with additional guidance on those provisions that could affect their 2020 tax return, including the retroactive provision that makes the first $10,200 of 2020 unemployment benefits nontaxable. For those who haven’t filed yet, the IRS will provide a worksheet for paper filers and work with software industry to update current tax software so that taxpayers can determine how to report their unemployment income on their 2020 tax return. For those who received unemployment benefits last year and have already filed their 2020 tax return, the IRS emphasizes they should not file an amended return at this time, until the IRS issues additional guidance.
